I managed to get 20 (2+3+4+5+7+11+12+!3+15+16+17+21+23+25+29+31+32+36+38+40).

I got 24 out of 40.
Missed 6,8,9,14,19,21,22,24,26,28,30,32,34,35,37,40
I've seen 40, just can't identify it...

There's not one i recognized. I guessed Mario at 5, and i thought 6 was Star Wars (what? It's a Death Star!). Both wrong.
31 is probably from the same game as All Your Base...

Edit: wait, i guessed 4 right!

You're both wrong - Zero Wing was released on the Sega Genesis/Megadrive in Japan and Europe. Obviously, only the European version features the horrible Engrish we know as "All Your Base". In case you're interested, you can look at the script, before and after translation.
