pocketnes save states and flash card battery

Just wondering, since flash card batteries are all but imposible to replace, does a dead battery mean that all pocketnes save states wont work anymore?  Or does the battery just back games using SRAM and other pocketnes created save states do not use the flash card battery and thus will still work? 
I personally own an f2a ultra 2G which works perfect for nes games on my GBA SP, but I was just curious because all batteries obviously go out eventually.

When an SRAM battery dies, the RAM itself still works, but the contents of the RAM go away when the power goes off.
Obviously, Pocketnes saves all savestates and sram files onto the GBA cart's SRAM chip.  When the battery dies, everything goes bye-bye.

F2A tends to use good batteries with decently long life.

If the RAM still works with a dead battery, does that then mean that quick saves and loads would still work as long as the GBA isnt shut off?
