PocketNES Menu Maker output ROM always empty

I apologize if I'm missing something simple here, but I've tried dozens of times, and imported many different combinations of NES roms and cannot get it to work at all.  I have ROMs in Rom List, and whenever I click "Make ROM", I get the Done! message, but the newly created file, PocketNESMenu.gba is the same file as pocketnes.gba, and no roms are ever added.  I am running on Windows 10.
